Ysgrifennydd Gwladol (y Deyrnas Unedig)

Yn y Deyrnas Unedig, mae ysgrifennydd Gwladol yn weinidog Cabinet sy'n gyfrifol am adran o'r llywodraeth (er nad yw pob adran yn cael ei arwain gan ysgrifennydd gwladol, ee mae'r Trysorlys yn cael ei arwain gan Ganghellor y Trysorlys ).

Mae nifer o ysgrifenyddion y wladwriaeth, mae pob un efo'r teitl ffurfiol "Prif Ysgrifennydd Gwladol Ei Mawrhydi dros... ". Yn gyffredinol, mae deddfwriaeth yn cyfeirio at "yr Ysgrifennydd Gwladol" yn unig heb bennu pa un yn benodol; yn rhinwedd Deddf Dehongli 1978, mae'r ymadrodd hwn yn golygu "un o Brif Ysgrifenyddion Gwladol Ei Mawrhydi".  Gellir creu'r swyddi hyn heb ddeddfwriaeth sylfaenol yn ôl dymuniad y Prif Weinidog.

Teyrnas Lloegr[golygu | golygu cod y dudalen]

Yn yr Oesoedd Canol roedd gan frenhinoedd "clerc y brenin". Yn ystod teyrnasiad Harri VIII, cyflogwyd dim ond un clerc fel arfer, er fu iddo ddirprwy. Yn ystod teyrnasiad Elizabeth I (1558-1603) newidiwyd teitl y swyddogion clerigol i "Ysgrifennydd Gwladol". Wedi sefydlu cyfundrefn o lywodraeth cabinet ar ôl 1688, rhoddwyd dyletswyddau ychwanegol i'r Ysgrifenyddion a rhannwyd y swydd yn ddwy. Y Ddau Ysgrifennydd oedd yr Ysgrifennydd Gwladol dros yr Adran ogleddol a'r Ysgrifennydd Gwladol dros yr Adran Ddeheuol. Roedd y ddau yn delio â materion cartref, ond roeddent yn rhannu materion tramor, fel bod y naill yn delio â gwladwriaethau Protestannaidd gogledd Ewrop a'r llall â gwladwriaethau Catholig Deheuol Ewrop. Roedd swydd Ysgrifennydd Gwladol yr Adran Ddeheuol yn cael ei gyfrif yn uwch na'r un ar gyfer Adran y Gogledd.

Ar ôl uno Lloegr a'r Alban[golygu | golygu cod y dudalen]

Ym 1708, wedi uno Senedd yr Alban â Senedd Lloegr, penodwyd Ysgrifennydd Gwladol i'r Alban, ond diflannodd y swydd ym 1742. Ym 1768 penderfynwyd bod angen tri ysgrifennydd gwladol eto i ddelio efo gwaith gweinyddu cynyddol yr Ymerodraeth Brydeinig. Ym 1782 aeth y nifer o ysgrifenyddion yn ôl i ddau gyda phenodi Ysgrifennydd Cartref, i ddelio â materion cartref, ac Ysgrifennydd Tramor, i ddelio â chysylltiadau tramor. O ganlyniad i Ryfel y Glymblaid Gyntaf yn erbyn Ffrainc y 1794, penderfynwyd cael trydydd ysgrifennydd eto i oruchwylio gweithgareddau'r Adran Ryfel. Saith mlynedd yn ddiweddarach daeth busnes y gwladfeydd yn rhan o'i adran. Ym 1854, rhoddwyd gofal o'r Adran Rhyfel i bedwerydd ysgrifennydd gwladol, ac ym 1858 penodwyd pumed ysgrifennydd i fod yn gyfrifol am India.

Wedi'r Rhyfel Byd Cyntaf[golygu | golygu cod y dudalen]

Parhaodd y gyfundrefn o bum Ysgrifennydd Gwladol hyd y cyfnod wedi'r Rhyfel Byd Cyntaf. Yn y degawd ar ôl y rhyfel, sefydlwyd tri ysgrifennydd gwladol newydd. Roedd un ar gyfer y Llu Awyr Brenhinol wedi'i rannu o'r Swyddfa Ryfel; cafodd un ar gyfer cysylltiadau â gwledydd Dominiwn hunanlywodraethol Prydain ei cherfio allan o'r Swyddfa Drefedigaethol, ac fe godwyd y gweinidog a chyfrifoldeb am faterion yr Alban yn ôl i lefel ysgrifennydd gwladol.

Wedi'r Ail Ryfel Byd[golygu | golygu cod y dudalen]

Prin bu'r newid i'r drefn, eto, cyn y cyfnod wedi'r Ail Ryfel Byd. Yn dilyn annibyniaeth gwledydd India ym 1947, cyfunwyd Swyddfa India a Swyddfa'r Dominiynau o dan un Ysgrifennydd Gwladol dros Gysylltiadau â'r Gymanwlad. Flwyddyn yn gynharach, collodd yr Ysgrifenyddion dros Ryfel a'r Awyr eu statws gweinidogion lefel cabinet, oherwydd ad-drefnu rheolaeth filwrol Prydain i ddod o dan un Gweinidog newydd dros Amddiffyn. Ychydig yn ddiweddarach, gyda chrebachiad cynyddol yr Ymerodraeth Brydeinig, cyfunwyd y gweinidogaethau Trefedigaethol a'r Gymanwlad, ac ym 1968, cynhwyswyd eu cyfrifoldebau o fewn rhai'r Ysgrifennydd Tramor.

Wedi'r 1960au[golygu | golygu cod y dudalen]

Erbyn y 1960, roedd cysyniad cyfan ysgrifenyddion gwladol wedi'i thrawsnewid i raddau helaeth. Dechreuodd y Prif Weinidog Harold Wilson ym 1964 y broses o drawsnewid bron pob un o'r gwahanol weinidogion a llywyddion bwrdd oedd yn ffurfio cabinet Prydain yn ysgrifenyddion gwladol. Erbyn diwedd yr ugeinfed ganrif, roedd bron pob gweinidog cabinet adrannol yn ysgrifennydd gwladol, gydag eithriad nodedig Canghellor y Trysorlys. Mewn cyferbyniad â sefydlogrwydd cyffredinol yr ysgrifenyddiaethau cyn y 1960au, mae union nifer a dyletswyddau'r ysgrifenyddion gwladol amrywiol wedi bod yn hylif iawn, gyda dim ond yr Ysgrifenyddion Tramor a Chartref, y ddau ysgrifennydd gwladol gwreiddiol, efo portffolio gweddol barhaus.

Secretary of State for Children, Schools and Families[golygu | golygu cod y dudalen]

The Secretary of State for Children, Schools and Families was a Cabinet minister post in the United Kingdom. The post was created on 28 Mehefin 2007 wedi the disbanding of the Department for Education and Skills by Gordon Brown.[1] The only Secretary of State with this title was Ed Balls, a former treasury aide to Brown.[2] He was head of the Department for Children, Schools and Families responsible for coordinating work across Government relevant to youth justice, the respect agenda and family policy, while also taking over responsibility for education policy up to the age of 19 in England from the Department for Education and Skills, with the Secretary of State for Innovation, Universities and Skills being responsible for education wedi that age.[3] Other responsibilities included inputs into the Government's strategy for ending child poverty, with the Department for Work and Pensions and into promoting the health of all children by working with the Department of Culture, Media and Sport.

On Mai 12, 2010, the Department was again renamed and Michael Gove was appointed Secretary of State for Education.

The Postmaster General of the United Kingdom was a Cabinet-level ministerial position in HM Government. Aside from maintaining the postal system, the Telegraph Act of 1868 established the Postmaster General's right to exclusively maintain electric telegraphs. This would subsequently extend to telecommunications and broadcasting.

The office was abolished in 1969 by the Post Office Act 1969. A replacement public authority governed by a chairman was established under the name of the "Post Office (that part subsumed by Royal Mail)". The position of "Postmaster General" was, with reduced powers, replaced with "Minister of Posts and Telecommunications"; since which most such regulation instead has been delegated to the Secretary of State for Culture, Media and Sport however the present-day Royal Mail Group was overseen by the Secretary of State for Business, Innovation and Skills prior to flotation.

In England, the monarch's letters to his subjects are known to have been carried by relays of couriers as long ago as the 15th century. The earliest mention of Master of the Posts is in the King's Book of Payments where a payment of £100 was authorised for Brian Tuke as master of the posts in Chwefror 1512.[1] Belatedly, in 1517, he was officially appointed to the office of Governor of the King's Posts, a precursor to the office of Postmaster General of the United Kingdom, by Henry VIII.[2] In 1609 it was decreed that letters could only be carried and delivered by persons authorised by the Postmaster General.[3]

In 1657 an Act entitled 'Postage of England, Scotland and Ireland Settled' set up a system for the British Isles and enacted the position of Postmaster General. The Act also reasserted the postal monopoly for letter delivery and for post horses. After the Restoration in 1660, a further Act (12 Car II, c.35) confirmed this and the post of Postmaster-General, the previous Cromwellian Act being void.

1660 saw the establishment of the General Letter Office, which would later become the General Post Office (GPO).[3] A similar position evolved in the Kingdom of Scotland prior to the 1707 Act of Union.

The office was abolished in 1969 by the Post Office Act 1969.[3] A new public authority governed by a chairman was established under the name of the Post Office (however, the part later subsumed by Royal Mail). Postmasters General of England, Great Britain, and the United Kingdom[golygu | golygu cod y dudalen]

The earliest Postmasters had responsibility for England and Wales. In 1707, on the Union with Scotland, the responsibility of the office was extended to cover the whole of the new Kingdom of Great Britain as well as Ireland, but with some powers held by a Post Office Manager for Scotland. By the Post Office (Revenues) Act 1710, with effect from 1711, the services were united, but with a Deputy Postmaster for Scotland. From 1784, there were also Postmasters General of Ireland, but from 1831, the Postmasters based at Westminster became responsible for the whole of the United Kingdom of Great Britain and Ireland.[5] In 1922, the Irish Free State became independent, and in 1923 it established its own arrangements under a Postmaster General of the Irish Free State. In 1924 the title became Minister for Posts and Telegraphs.

Nodyn:Infobox Political post The Secretary of State for Economic Affairs was briefly an office of Her Majesty's government in the United Kingdom. It was established by Harold Wilson in Hydref 1964. Wilson had been impressed by the six-weeks experiment of a Minister for Economic Affairs in 1947, an office occupied by Stafford Cripps cyn he was appointed Chancellor of the Exchequer. The office was revived for eight months in 1950 and held by Hugh Gaitskell and, wedi Conservative victory in 1951 election, Churchill also appointed a Minister of Economic Affairs, Arthur Salter, in the period 1951–52.

Wilson's advisers Patrick Blackett and Thomas Balogh advised him to recreate a new ministry, to be called the Department of Economic Affairs (DEA), in order to drive through his economic plan. Wilson wanted to divide the functions of the Treasury in two, in part to reduce its power. The DEA, as it soon became known, would undertake long-term planning of the economy and industry, while the Treasury would determine short-term revenue raising and financial management. The DEA was therefore tasked with the preparation of a National Plan for the economy, which was published in September 1965.

Critics of Wilson's approach, including Douglas Jay, suspected the main reason for the Department was to appease George Brown, Deputy Leader of the Llafur Party. The story (which was true) that Brown finally accepted the job while riding in a taxi with Wilson tended to lead credence to this analysis.

Under Brown the Department had a reasonable degree of influence. However, Brown was moved to the Foreign Office in Awst 1966, and the two succeeding secretaries of state were not of his rank. The Treasury was able to claw back its power and the Department had become moribund long cyn it was wound up in 1969.

The Department of Economic Affairs was the model for the fictional Department of Administrative Affairs in the television series Yes, Minister.[1]

The Secretary of State for Innovation, Universities and Skills was a Cabinet minister in the United Kingdom, heading the Department for Innovation, Universities and Skills (DIUS). The post was created on 28 Mehefin 2007 from parts of the Department for Education and Skills (DfES) and the Department of Trade and Industry (DTI). It was merged with the Department for Business, Enterprise and Regulatory Reform (BERR) on 5 Mehefin 2009, to form the Department for Business, Innovation and Skills. The first and only Secretary of State was John Denham.

The Secretary was responsible for expanding high-end graduate skills and raising the skills of the wider adult workforce. The Department took over responsibility from the Department of Trade and Industry for making Britain "one of the best places in the world for science, research and innovation". It was also responsible for the "development, funding and performance" of higher and further education.

The Secretary of State for the Colonies or Colonial Secretary was the British Cabinet minister in charge of managing the United Kingdom's various colonial dependencies.

The position was first created in 1768 to deal with the increasingly troublesome North American colonies, following passage of the Townsend Acts. Previously, colonial responsibilities were held jointly by the Lords of Trade and Plantations and the Secretary of State for the Southern Department,[1] who was responsible for Southern England, Wales, Ireland, the American colonies, and relations with the Catholic and Muslim states of Europe. Joint responsibility continued under the Secretary of State for the Colonies, but led to a diminution of the board's status, and it became an adjunct to the new Secretary's Department.[2]

Following the loss of the American colonies, both the board and the short-lived secretaryship were dismissed by the king on 2 Mai 1782; both were abolished later by the Civil List and Secret Service Money Act 1782 (22 Geo. 3, c 82).[3] Following this, colonial duties given to the Home Secretary, then Lord Sydney. Following the Treaty of Paris 1783, a new board, named the Committee of Council on Trade and Plantations (later known as 'the First Committee') was established under William Pitt the Younger, by an Order in Council in 1784.[2] In 1794 a new office was created for Henry Dundas — the Secretary of State for War, which now took responsibility for the Colonies, and was renamed the Secretary of State for War and the Colonies in 1801. In 1854, military reforms led to the Colonial and Military responsibilities of this secretary of state being split into two separate offices, with Syr George Grey becoming the first Secretary of State for the Colonies under the new arrangement.

In the latter part of the nineteenth century Britain gained control over a number of territories with the status of "protectorate". The ministerial responsibility for these territories was initially held by the Foreign Secretary. However, by the early years of the twentieth century the responsibility for each of these territories had been transferred to the Colonial Secretary as well. The League of Nations mandated territories acquired as a result of the Treaty of Versailles (1919) became a further responsibility of the Colonial Office in the wedimath of the First World War.

In 1925 part of the Colonial Office was separated out as the Dominions Office, with its own Secretary of State. The new office was responsible for dealing with the Dominions together with a small number of other territories (most notably Southern Rhodesia).

In the twenty years following the end of the Second World War, much of the British Empire was dismantled as its various territories gained independence. In consequence, the Colonial Office was merged in 1966 with the Commonwealth Relations Office (which until 1947 had been the Dominions Office) to form the Commonwealth Office, while ministerial responsibility was transferred to the Secretary of State for Commonwealth Affairs (previously known as the Secretary of State for Commonwealth Relations). In 1968 the Commonwealth Office was subsumed into the Foreign Office, which was renamed the Foreign and Commonwealth Office (FCO).

The Colonial Secretary never had responsibility for the provinces and princely states of India, which had its own Secretary of State.

From 1768 until 1966 the Secretary of State was supported by an Under-Secretary of State for the Colonies (at times an Under-Secretary of State for War and the Colonies), and latterly by a Minister of State.

Nodyn:Infobox Government agency The Secretary of State for the Environment, Transport and the Regions was a United Kingdom Cabinet position created in 1997, with responsibility for the Department of the Environment, Transport and the Regions (DETR).[1] The position and department were created for John Prescott by merging the positions and responsibilities of the Secretary of State for Environment, the Secretary of State for Transport and some other functions.

Frank Dobson, who had been Shadow Secretary of State for the Environment prior to the 1997 General Election, was made Secretary of State for Health, while Andrew Smith, who had been Shadow Secretary of State for Transport, was made a junior minister at the Department for Education and Employment.

Michael Meacher, who had been Shadow Minister for Environmental Protection within the Shadow Cabinet, was given the non cabinet position of Minister of State for the Environment, and attended cabinet meetings where the Environment was discussed,[2] and a position of Minister of State for Transport was similarly created, initially held by Gavin Strang.

In Mehefin 2001, the department was renamed the Department for Transport, Local Government and the Regions (DTLR), with the Environment portfolio being merged with the Ministry of Agriculture, Fisheries and Food into the Department of Environment, Food and Rural Affairs. All departments were given their own Secretaries of State. In Mai 2002, the Local Government and the Regions portfolios were separated from Transport and given to the Office of the Deputy Prime Minister, which in turn became the Department for Communities and Local Government in Mai 2006.

John Reid attended cabinet meetings, but was not formally a member of the cabinet, whereas Gavin Strang was given a seat in the cabinet when he held the position.

Nodyn:PoliticsUK Her Majesty's Principal Secretary of State for Foreign and Commonwealth Affairs, normally referred to as the Foreign Secretary, is a senior, high-ranking official within the Government of the United Kingdom and head of the Foreign and Commonwealth Office. The Foreign Secretary is a member of the Cabinet, and the post is considered one of the Great Offices of State. It is considered a position similar to that of Foreign Minister in other countries. The Foreign Secretary reports directly to the Prime Minister of the United Kingdom.

The Foreign Secretary's remit includes: relations with foreign countries, matters pertaining to the Commonwealth of Nations and the Overseas Territories in addition to the promotion of British interests abroad.[2] The Foreign Secretary also has ministerial oversight for the Secret Intelligence Service (MI6) and the Government Communications Headquarters (GCHQ).[3] The Foreign Secretary works out of the Foreign Office in Whitehall, and the post's official residences are 1 Carlton Gardens in London and Chevening in Kent. Margaret Beckett, appointed in 2006 by Tony Blair, is the only woman to have held the post.

The current Foreign Secretary is Jeremy Hunt, following Boris Johnson's resignation on 9 Gorffennaf 2018.[4][5]

Nodyn:Uk-fco-history The position of Secretary of State for Foreign Affairs was created in the British governmental reorganisation of 1782, in which the Northern and Southern Departments became the Home and Foreign Offices, respectively. Eventually, the position of Secretary of State for Foreign and Commonwealth Affairs came into existence in 1968 with the merger of the functions of Secretary of State for Foreign Affairs and Secretary of State for Commonwealth Affairs into a single Department of State. The India Office was a constituent predecessor department of the Foreign Office, as were the Colonial Office and the Dominions Office.
