The user who is creating a Hebrew user page has ignored a polite request to write in Welsh or English. The content is probably entirely appropriate, but we cannot know that, and it should not be our responsibility to obtain a translation in order to ensure that this is not being used as a hosting service for inappropriate material. If user pages are made on the wikipedia relevant to the language they are written in, then they are more transparently subject to review by other users.
I don't think that's an unreasonable request. If the user really has no command of Welsh at all, then it is questionable whether they can help much here anyway, but allowing English is reasonable because in fact most people here understand it, and in many people's cases better than Welsh.
If you want to edit the text to make it read in a more friendly way, then please do so by all means.

I am going to move this page (from Nodyn:Iaith to Nodyn:Iaith tudalen defnyddiwr) because although this template is potentially useful -- I can see we don't want user pages in languages we don't understand in case the content is inappropriate -- it is occupying a title which may more usefully used for a template relating to linguistic errors in articles. There are no links to this template now, so renaming it won't break anything. Alan 17:33, 25 Ionawr 2009 (UTC)
