On page MediaWici:copyrightwarning are links for inserting common accents into articles, however that is not the correct page (although it might once have been). Please could you copy that bit into the top of this message.

The effect of that would be to make the links appear directly below the edit box. I think this would be a great improvement. I have corrected a number of missing accents in what as far as I can tell is otherwise good Welsh, so I think that what is happening is not that the editor doesn't know about the accent, but that it is too much hassle to scroll right down to the bottom to insert an accent, so people don't bother if they don't have a keyboard alternative. Writing "a" instead of "â" seems to be the most common example of this.
