National Conservation Congress. By reason of his deep interest in the subject and his broad understanding of its problems, Mr. Pack caused much of the work of the Con- servation Congress of 1913 to be devoted to the study and discussion of forestry. A special committee spent an entire year in research, and the published reports of the various sub-committees have taken an important place in the national literature on this subject.
