Some of the information is wrong anyway. It says: "Ni chaniateir tynnu oddfau, na masnachu mewn oddfau neu hadau."
But the law says "Bluebell (in respect of section 13(2) only)", and section 13(2) of the Act is only about selling / advertising. The bit about picking them (not necessarily for sale) is in section 13(1), which doesn't apply to bluebells.
